If people aren't doing what they should there are two possible reasons. Either they can't or they won't.
If they can't, get them the training, resources or time necessary.
If they won't, meet with them; tell them what they're doing, why it matters and what will happen to them if their behavior doesn't change. If their behavior doesn't change, deliver the consequences you promised.
